There has got to be more to the new agreement than this... at least I hope. This looks like a memo for ammendment, not an official policy but then what do I know!

I think that it in all fairness, for the Metis and for those that are not, this is an appropriate ratification that should appease the long standing dispute of the IMHA.

From what I gather they (the gov't and the metis) could not get a deal done within the 90 day extension that was given to the IMHA, so the government has reverted to the Powley case for now.
