I don't have a arrow cutter so what is the best way to cut carbons by hand?

Don't cut carbons by hand. You have to use a high speed wheel. If you cut by hand, you risk splintering the carbon which could ultimately lead to an exploding arrow. Carbon slivers will embed them selves very deeply and you will be in for a lot of pain and infection. DO NOT CUT CARBONS BY HAND!

What about a Dremel type tool? :?:

A dremal with a cut off wheel will work just fine. Just make sure your cut is square to the shaft.

On this site eomewhere there are plans for an arrow saw using a sewing machine moter would be better and a lot cheaper then a dremal

one other thing, I have heard that the carbon dust is extremely toxic to inhale, make sure you mask up if you use a dremel!

I use a 7 inch 3/64 zip-cut grinding disc and put it on my mitre saw it works great(you have to centre the disc manually though). With the built in guide you get a nice square cut and I hooked my central vac up to the saw-dust catcher to eliminated the dust.
