Can u paper tune a wisker biscuit? If so how?

same as you would tune any other rest ....
rule of thumb with the biscuit however is set your nock about 1/8 inch higher than you standard rest

Yes ... That seems to be a good starting point from everyone I read about and talked to .... I bet you'll be close

Sorry I stupid today. Standard rests are set to 1/4" so I have to set it to 3/8" right.

I normally set it level to start! 90 degrees to the string and paper tune from there. Be sure the rest is not tilted toward the front or rear of the bow. Sometimes a little tilt can throw the arrow off quikly!
